We do, however, want to have a version of our search engine that is P2P that users can choose to use instead of the centralized one.

They have picked up some big contracts since then for oil/minerals etc. They more or less went ahead with their first search without anything in writing in place.

The absolute MOST adjustment I'd be okay with a search engine doing is suggesting correction in the case of typos but not automatically redirecting that query to what the search engine "thinks" the person wanted to search.

By default, results will only come from the instance that the user is visiting.
